Vogue US has called the first breakout beauty trend of 2019 – neon!
Pulling numerous celebrity Instagram posts featuring highlighter-pink hair, luminous green eyeliner and electric blue nails, the publication says neon, "is predicted to be the year's biggest beauty trend."
